There was little to separate the two teams in a thrilling match that ended 38-35 to confirm second place in the standings behind champions Japan, who continued their impressive form with a Test match victory over Italy in Tokyo.
Samoa made sure of the Pacific Conference title with a 13-18 victory over Fiji in Suva on Saturday.
The result confirmed Fiji’s second place finish in the standings, while Tonga finished third.
