Purpose:
To assist in meeting our Youth Development Strategy and associated goals. The person appointed will have as their main priority the recruitment of players from a diverse range of backgrounds in the age range 11-13 years. In particular he/she will target at least 3 schools in the primary/secondary sectors and offer a rugby outreach programme in them. These schools are likely to be in the South and West Belfast areas. He/she will assist the Under 13 coach on club coaching nights and attend appropriate youth games on a Saturday.
Working sessions per week in period September –mid- March:
Normally maximum of 5 sessions of 3 hours per week (to include preparation and travel time). Normally 3 sessions will be outreach programme to schools, 1 session at club coaching and 1 session on match day.
Duration of Contract:
Three years, subject to 3 months’ probation period and renewal each year.

Instonians Youth Development Officer

JOB DESCRIPTION

He/she will promote awareness and increase the uptake of rugby activity at Instonians RF among young people (u19) and particularly those from disadvantaged or under-represented groups while at the same time publicising the benefits of physical activity in relation to healthy lifestyle. He/she will develop strong relations with a wide range of local agencies, schools, clubs, organisations and community groups.
The priority will be in recruiting young people at the under 13 level in primary and secondary schools in South and West Belfast. This will involve running outreach and marketing programmes in schools. The second priority will be in recruiting young people under 19 from youth groups and other youth activities.

MAIN PURPOSE OF JOB:

Responsible for the delivery of a Rugby Outreach Programme, which will offer an extensive integrated programme of opportunities to reinvigorate the lives of young people, in the South and West Belfast areas.

As the success of the project will be dependent on building and developing new and existing partnerships with key stakeholders in the South and West Belfast areas the Rugby Outreach Programme will need to develop and maintain working alliances with a wide range of partners particularly in schools and youth clubs.

MAIN DUTIES OF POST:

1. Service Development

a) Through consultation with those involved, including the young people, plan and implement a 3 year Rugby Outreach Programme for Instonians RFC utilising rugby as the main medium through which to develop participation, community infrastructures, training opportunities, health and personal development programmes.
b) Develop an annual action plan with time bounded performance indicators and review and revise as required.
c) Develop and maintain active interagency networks with community, voluntary, statutory and private sector organisations.
c) Identify and implement opportunities for the development of the programme arising from national and regional initiatives in rugby and related fields.
d) Liaise with the Club’s Public Relations Officer to identify suitable opportunities for promoting the Club and marketing the programme to all appropriate sectors.

2. Club / Community Involvement

a) Facilitate Club/Community involvement in all aspects of the planning and delivery of the programme.
b) Promote opportunities for volunteering and recognition of voluntary
effort.
c) Promote active involvement in leadership from the young people
within the Club.
d) Be actively involved in the processes of recruitment and selection
of new leaders-in-charge/coaches/volunteers in mini and youth rugby.
e) Review and progress the implementation of the Club’s policies in relation to young people particularly those relating to child protection, fair play, discipline, drugs and alcohol.
f) Manage and maintain good relations with parents and wider family
members including the planning and organisation of open nights for
children and their families.
e) With support from the Club’s personnel, plan and organise the annual
underage awards nights, taster rugby schemes and volunteer nights.

3. Administration

a) Assist in managing the project budget.
b) Monitor and evaluate the programme.
c) Prepare written and oral reports and presentations as necessary relating to the project.
d) Maintain efficient and effective systems to ensure the smooth running of the programme.
e) Comply with and actively promote the Club’s policies and procedures on all aspects of equality in relation to the programme.
f) Ensure full compliance with health and safety and child protection requirements and legislation and in accordance with the Club’s policies and procedures.
g) Ensure registrations of all young people associated with the Club.

5. General

a) To attend training courses as required.
b) Keep abreast of current and emerging trends and development within the sector.
c) Any other duties, which may be reasonably assigned, provided they are within the competence of the post holder.
